APPLICANT REQUESTS THAT:
She be allowed to transfer her Post-9/11 GI Bill educational
benefits.
APPLICANT CONTENDS THAT:
On 1 Jun 10, she attended a class at Hickam AFB, HI on Transfer of
Education Benefits (TEB). The instructor walked her through the
process. She kept one month for herself and transferred the
remainder to her daughter. She requested confirmation of the
action and he provided her with a control number.
She contacted the instructor and asked if he could provide her a
copy of the class sign-in sheet. He explained he had moved
offices and shredded all of the documentation. TEB was authorized
in Aug 09 and she updated her records in Jun 10. She followed the
appropriate steps as directed by the education office.
On 14 Nov 13, she was updating her address and was directed to
MilConnect which did not show her daughter listed. She contacted
the Department of Veterans Affairs (DVA) and was advised that
because she was retired she needed to contact the DOD. She was
advised to submit her application to the Board.

STATEMENT OF FACTS:
On 12 Jan 87, the applicant enlisted in the Regular Air Force.
Transferability of Unused Education Benefits to Family Members.
Subject to the provisions of DoDI 1341.13, Post-9/11 GI Bill, the
Secretary concerned, to promote recruitment and retention in the
Uniformed Services, may permit an individual eligible for Post-
9/11 GI Bill educational assistance to elect to transfer to one or
more of his or her family members all or a portion of his or her
entitlement to such assistance.
For those individuals eligible for retirement after 1 Aug 09, and
before 1 Aug 10, 1 year of additional service after approval of
transfer is required.
On 1 Apr 11, the applicant retired in the grade of Master Sergeant
(MSgt, E-7) after serving 24 years, 2 months and 18 days on
active duty.
AIR FORCE EVALUATION:
AFPC/DPSIT recommends approval. The Hickam AFB Education Office
had the applicant submit a VA Form 22-1990, Application for VA
Education Benefits, rather than apply through MilConnect;
therefore, it was impossible for the applicant to complete the TEB
process. DPSIT recommends the applicants request for TEB be
approved effective 1 Jun 10, the date the VA Form 22-1990 was
submitted.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 21 Mar 14 for review and comment within 30 days (Exhibit C).
As of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. Having carefully reviewed
this application, we agree with the recommendation of the Air
Force office of primary responsibility and adopt the rationale
expressed as the basis for our decision that the applicant has
been the victim of either an error or an injustice. Therefore, we
recommend the applicant's records be corrected as indicated below.
4. The applicants case is adequately documented and it has not
been shown that a personal appearance with or without counsel will
materially add to our understanding of the issues involved.
Therefore, the request for a hearing is not favorably considered.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 1 Jun 10, she
elected to transfer her Post-9/11 GI Bill Educational Benefits to
her dependents.

For individuals eligible for retirement on 1 August 2009, no additional service is required. For individuals eligible for retirement after 1 August 2009, and before 1 August 2010, 1 year of additional service is required.
